Comverge Hires Former Automated Meter Reading Association

FLORHAM PARK, NJ-January 31, 2003-Comverge Technologies, Inc., a subsidiary of Data Systems & Software Inc. (NASDAQ: DSSI), announced today that it has hired Ron Chebra, former President of AMRA, to be director of AMR initiatives.

Mr. Chebra has generated numerous industry contacts over his twenty-five year experience in the energy industry and now adds his expertise to the Comverge team.

Ron holds numerous US and foreign Patents for telemetry communications systems, and has applied his knowledge of these applications developing products and services for organizations such as Applied Data Research, Base Ten Systems, Bell Atlantic Utility Systems. In addition to his technical expertise, Ron has provided management consulting services to this industry with firms such as Stone and Webster, AT&T Solutions, RW Beck and Telemacs, LLC. He helped formulate a consortium of utilities to offer retail services to the residential marketplace. He recently was a member of the Board of Directors of two private firms offering products to the energy industry and currently serves as the Chairman of the AMRA's Strategic Leadership Council and is a member of their Executive Committee and Board of Directors. Ron is also a member of the IEEE and the Institute of Management Consultants (IMC) and is quoted frequently in industry journals and has been keynote speaker at leading industry conferences.
